Most custodians already understand why a heritage asset is significant. What is often missing is an understanding of whether that significance can be sustained. Traditional management plans frequently focus on significance while giving insufficient attention to material durability, condition and the long-term performance of the asset itself. Without understanding both cultural significance and physical reality, management strategies can become impractical, unsustainable or fail to deliver an appropriate return on investment.

The greatest threat to heritage is not deterioration. It is the reallocation of funding and resources. Heritage projects are often well funded during acquisition, restoration or redevelopment, only to have ongoing maintenance and management progressively defunded as priorities, policies and governments change. The asset has received its capital investment, but not the commitment required to sustain it.

Our role is to develop strategies that embed heritage within the continuing needs of the community. When heritage delivers ongoing social, economic or operational value, it is no longer viewed as an opportunity cost competing with healthcare, education or other essential services. It becomes part of the infrastructure a community chooses to retain because it continues to serve a purpose.
